The AgriSETA Annual Conference was held on 25 October 2007. The conference was preceded by the AGM (afternoon of the 24th) and a Gala dinner (evening of 24th).
 
AGM AND GALA DINNER
The AGM followed a formal process with two highlights;

  • The financial statements were presented by Deloitte. These were accepted. It is important to note that the Auditor-General’s report clearly stated that “there were no audit findings to report on.”
  • Mr Sipho Khumalo (representing labour) was elected as Chairperson and Mr Jack van Dyk (representing employers) was elected as Vice-chairperson.

The gala dinner was hosted by AgriSETA and 150 of our stakeholders were present. We had the honour of having Ms Vangile Titi, Deputy Director-General: National Department of Agriculture to be the guest speaker at the dinner.

CONFERENCE
The annual conference commenced at 09:00 on 25 October and was attended by 180 people, being Board members, members of various standing committees, employers, labour unions, training providers and other stakeholders.

The theme of the conference was “Quality Learning” and we asked the question “What is quality learning?”
Dr Florus Prinsloo – SETA Performances
The scene for the conference was set by Dr. Florus Prinsloo, Acting Senior Executive Manager of the Department of Labour. His task was to orientate delegates. He commenced by giving a historical overview of developments since 1998 to date and he then proceeded to inform delegates of future developments. What is not generally realized is that the current Skills Strategy has been in operation for 10 years and is now being revised.

The major change which is currently being instituted, is the new structure to manage and quality assure occupationally directed qualifications and learning programmes.

Shaafig Fredericks – Moving from quality control to quality assurance of learning
Mr Fredericks, Learnership Manager at the Department of Labour made a detailed presentation on the implementation of the occupationally directed learning initiatives. His presentation is very important to stakeholders and training providers – both should take note and ensure that they capacitate themselves on these issues.

Firstly, all qualifications in future will be structured in accordance to the Organising Framework for Occupations (OFO). A new structure, under the auspices of SAQA will be formed, the Quality Council for Trades and Occupations (QCTO) which will in future have the responsibility to accredit providers according to their specialization within occupations. The task of SETA ETQAs will become more of workplace quality assurance.

Gail Elliot – Implications of the new proposals for quality provisioning
Gail is a specialist consultant working for the Department of Labour and GTZ (German Aid Organisation) which is highly involved in facilitating processes to successfully implement the Skills Development Strategy. The focus of her presentation was on what are the implications for training providers. Specifically training providers should take note of her presentation.

Sam Isaacs
Mr Isaacs closed the Conference with some final comments and contextualizing the conference within the framework of Quality Learning. His presentation was informal and not accompanied by slides.
CONCLUSION
Feedback received was that the conference was successful and that delegates gained from attending it. However, there was some criticism that certain elements of it were very technical and involved. For this reason the presentations should be studied in detail and stakeholders are requested to contact me directly should they have further queries.
